Today, the Department of the Treasury's Office of Foreign Assets Control (OFAC) is publishing an "Introduction to the Office of Foreign Assets Control" guide.

It provides U.S. and foreign persons a foundational understanding of how OFAC sanctions work and how to comply with them, including how to request a license from OFAC, how persons may be removed from an OFAC sanctions list, and how OFAC enforces its sanctions.

This guidance is intended as a resource the public can use to better understand OFAC's expectations and thereby continue strengthening the effectiveness of OFAC sanctions.

14. Breaking Defense: "OMB Could Use $1.9B in Reconciliation to Buy Foreign-Made Ships"

A Pentagon request for $1.85 billion in reconciliation funding could be used not just to study whether foreign shipbuilders could construct a warship for the US Navy, but also to begin bankrolling the first vessel built in Japan or South Korea, an Office of Management and Budget official told Breaking Defense.

The money in question is a request for an upcoming reconciliation bill to include $1.85 billion in Navy research and development funds that would be used on "two separate study and procurement efforts" aimed at investigating the ability of allied shipbuilders to build future cruisers, destroyers and frigates, according to an overview of the Pentagon's mandatory funding request.

"The fact is, no one spends $1.85 billion studying something. That money is there for procurement of assets," an OMB official told Breaking Defense. "The OMB director has made that clear, I'm making it clear. We're here to seriously look at procuring assets sooner rather than later."

"In the case of frigates, that would purchase an entire frigate, depending on who the manufacturer is," the official said. "And even with regard to cruisers or destroyers … if you look at the average cost of destroyer construction in Japan and Korea, $1 billion is a fairly nominal cost associated with destroyer construction." . . . 15. ECD: "New Report Underscores Need to Halt Arms Sales to UAE"

A new Human Rights Watch report alleging that the United Arab Emirates helped recruit Colombians to fight alongside Sudan's Rapid Support Forces (RSF) militia group underscores the need for Congress to pass a bill to block U.S. arms sales to the UAE until it stops sending weapons to the RSF, Sen. Chris Van Hollen, D-Md., said May 27. . .

Van Hollen and Jacobs, D-Calif., reintroduced the Stand Up for Sudan Act in March 2025. The legislation remains pending before the Senate Foreign Relations Committee and the House Foreign Affairs Committee. Sudan's civil war pits the RSF against the Sudanese Armed Forces. U.S. lawmakers have accused the RSF of atrocities, including the mass killing of civilians in the city of El Fasher. . . .

16. Expeditors News: "ICC Implements eATA Carnet in Europe"

The International Chamber of Commerce (ICC) has announced the implementation of a digital ATA Carnet System (eATA Carnet) that offers a digital alternative to the traditional paper carnet used for temporary imports.

According to the ICC website, the eATA Carnet System is designed to streamline carnet operations enabling businesses and customs authorities to manage transactions electronically and benefit from enhanced visibility through real-time tracking of goods.

The initial rollout will commence on 1 June 2026 covering 30 countries (EU Member States, United Kingdom, Norway and Switzerland). Further countries are expected to join progressively in the following phases. During the transition period (2026–2027) both paper and digital carnets will remain in use. 17. Shapiro: "Trump Administration Appeals CIT Ruling to Refund IEEPA Tariffs"

On Friday, the Trump administration filed a notice of appeal for the court order requiring Customs to refund all IEEPA tariffs that were ruled unlawful by the Supreme Court.

While the final outcome is uncertain, the government's position suggests that importers who have not been able to obtain refunds through the CAPE system — and who have not yet filed a lawsuit seeking refunds — should consider speaking with legal counsel about their options.

The government appears to view importers in three categories:

  • Importers with entries that are still open or not fully finalized.

  • Importers with finalized entries who have already filed refund lawsuits.

  • Importers with finalized entries who have not filed refund lawsuits. . . .

The key takeaway is that the government does not appear willing to voluntarily refund all IEEPA tariffs to all importers. Importers should review their specific situation with customs counsel to determine the best strategy for maximizing potential refunds. In a nutshell, Customs continues to operate the refund process, but the appeal introduces additional uncertainty for select entries. [Full alert]

18. Space News: "SpaceX Wins $4 Billion Space Force Contract to Develop Satellite Constellation for Tracking Airborne Targets"

The $4.16 billion award announced Friday covers the first increment of a space-based Air Moving Target Indicator, or AMTI, network. The program is intended to detect, track and maintain custody of airborne targets including fighter aircraft, bombers, cruise missiles and potentially hypersonic weapons.

The contract represents a significant step in a broader Pentagon effort to move military sensing functions traditionally performed by aircraft into proliferated satellite constellations, providing broader coverage without putting aircraft at risk. The Space Force has not disclosed how many satellites SpaceX will build, but said an initial constellation will be ready by 2028.

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. . . .

  • Chromium trioxide – preliminary affirmative AD determinations on chromium trioxide from India and Türkiye and new AD cash deposit requirements, effective May 22, at rates of 12.0 percent for India and 40.88 percent for Türkiye.

  • Citric acid – sunset review determination that revocation of AD and CVD orders on citric acid and certain citrate salts from China would be likely to lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time.

  • Palladium – final affirmative CVD determination on unwrought palladium from Russia and net subsidy rate of 109.1 percent.

  • Polymers – dumping margin of zero in preliminary results of administrative review of AD order on superabsorbent polymers from South Korea for the period Dec. 1, 2023, through Nov. 30, 2024.

  • Shopping bags – dumping margin of 11.16 percent in amended final affirmative AD determination on paper shopping bags from Colombia.

On 28 May 2026, the UK Financial Conduct Authority ("FCA") published a detailed report outlining steps that financial institutions take to comply with sanctions requirements, including examples of good and poor practice.

The report addresses both financial and trade sanctions measures, with financial institutions managing risks arising from their own activities and those of their customers. The report follows the FCA's engagement with over 150 FCA-supervised firms since February 2022, and builds upon the FCA's previous report in September 2023 on firms' responses to increased sanctions. . . . 23. ECD: "UK Sanctions Agency to Use AI to Help Speed Up Licenses, Official Says"

The U.K.'s Office of Financial Sanctions Implementation (OFSI) is planning to use AI to help it speed up licensing timelines, said Beth Davies, OFSI's deputy director. Davies, speaking during an event hosted by supply chain intelligence firm Kharon, said the agency is investing in various new "tools and technologies" to help it process sanctions licenses more quickly, including a new case management system that will incorporate AI.

OFSI in April announced plans to speed up licensing and enforcement timelines within the next few years, including a goal to close half of all new license cases within six months of receiving them.

Davies also said OFSI won't be loosening its reviews of licenses to meet the six-month goal. "We're not going to be lax on that just to meet a target," she said. . . .

24. Exoskeleton: "From Back Belt Skepticism to ITAR — Exoskeletons Just Crossed a Regulatory Line"

The exoskeleton industry has spent years trying to prove that wearable robotics is more than ergonomic theater. Now, in a major regulatory shift, the U.S. government has identified certain DoD-funded developmental exoskeletons as sensitive military technology.

For companies pursuing covered DoD-funded developmental exoskeleton work under contracts or funding authorizations dated after January 20, 2026, development may now involve export-control strategies, foreign-person access controls, technical data restrictions, supplier reviews, overseas testing limits, and investor due diligence.

The change appears in USML Category X — Personal Protective Equipment under the International Traffic in Arms Regulations, or ITAR. The interim rule appeared at 90 FR 5594; the final rule is at 90 FR 41778 (27 Aug 2025). The exoskeleton entry applies prospectively to covered DoD contracts or funding authorizations dated after January 20, 2026.

This is not "all exoskeletons are ITAR." The rule does not say every warehouse, rehabilitation, construction, logistics, medical, or passive exoskeleton is now a defense article. The trigger is more specific: developmental exoskeletons funded by DoD through a contract or other funding authorization dated after January 20, 2026, plus specially designed parts, components, accessories, and attachments therefor. . . . As Treasury Secretary Scott Bessent assiduously trumpets President Trump's trade agenda, Commerce Secretary Howard Lutnick's star appears to have faded inside the Beltway — not because Commerce lacks power, but because Lutnick himself has become a complication.

The contrast was hard to miss at the Reagan National Economic Forum. Bessent used the forum to deliver a full-throated statement of Trump's economic-nationalist doctrine, arguing that the United States had "been asleep" while its industrial base eroded, supply chains grew brittle and strategic dependencies deepened.
