ACTION: Direct final rule; confirmation of effective date.
SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of July 7, 2026, for the direct final rule that was published in the Federal Register on April 23, 2026. This direct final rule amended the NRC's regulations on foreign ownership, control, or domination (FOCD) of utilization facilities to comply with section 301 of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024.
DATE: The effective date of July 7, 2026, for the direct final rule published April 23, 2026 (91 FR 21719), is confirmed.

ACTION: Notice of determinations, request for comments, and notice of public hearings.
SUMMARY: On March 12, 2026, the United States Trade Representative (Trade Representative) initiated 60 investigations related to the failure of various economies to impose and effectively enforce a prohibition on the importation of goods produced with forced labor. The Trade Representative has determined that 54 of the investigated economies have failed to impose and effectively enforce a forced labor import prohibition. The Trade Representative has determined that six of the investigated economies have failed to effectively enforce a forced labor import prohibition. The Trade Representative has determined that the failure of each of the investigated economies to impose and effectively enforce a force labor import prohibition is unreasonable and burdens or restricts U.S. commerce. As a result of the findings in each investigation, the Trade Representative proposes that appropriate action includes additional duties on all products of the investigated economies, except as provided in Annex A to this Notice. For economies that impose a forced labor import prohibition; have taken on commitments related to forced labor import prohibitions through an Agreement on Reciprocal Trade; or have imposed a partial regime with the effect of preventing the importation of certain forced labor goods, the Trade Representative proposes 10% as the rate of additional duties. For all other economies, the Trade Representative proposes 12.5% as the rate of additional duties. The Trade Representative also proposes a textile mechanism that would allow for a certain volume of apparel and textile imports from certain economies to enter the United States at a reduced Section 301 tariff rate. USTR seeks public comments on the proposed actions in the investigations and will hold public hearings in connection with the proposals.
DATES:
June 22, 2026: To be assured of consideration, submit requests to appear at the hearings, along with a summary of the testimony, by this date.
July 6, 2026: Submit written comments by this date.
July 7, 2026: The Section 301 Committee will convene public hearings in the main hearing room of the U.S. International Trade Commission, 500 E Street SW, Washington, DC 20436, beginning at 10:00 a.m., and continuing, as appropriate.
Five days after the last day of the public hearings: Submit post-hearing rebuttal comments.
3. USTR Seeks Comments on Bilateral Trade with China

SUMMARY: USTR invites comments to inform the development of negotiations with China aimed at optimizing bilateral trade in non-sensitive products in order to promote reciprocity and balance in the U.S.-China trade relationship. In particular, comment is sought on the types of non-sensitive products that would benefit from favorable tariff modifications by both sides, and considerations around the design of a new government-to-government mechanism—a U.S.-China Board of Trade—to manage bilateral trade optimization on an ongoing basis.

16. Breaking Defense: "HASC Adopts FY27 Defense Policy Bill, Adds Right to Repair Language"

The House Armed Services Committee pushed through its version of the fiscal 2027 defense policy bill early Friday morning, adopting new "right to repair" provisions and adding $500 million for a second destroyer.
The panel adopted the FY27 National Defense Authorization Act in a 44-12 vote as the clock struck midnight, with Democrats making up all the of "no" votes. Over the 14-hour markup, HASC members debated more than 900 amendments. . . .
While most measures either failed or succeeded on party lines, a "right to repair" amendment was one of the few points of the night where both Republicans and Democrats found common ground — while also being one of the most consequential moments for the defense industry.
The measure, offered by a bipartisan duo of Reps. Maggie Goodlander, D-N.H., and Pat Harrigan, R-N.C., would enable the Defense Department to obtain government purpose rights by default for "any technical data, computer software, or computer software" unless the contractor provides evidence that it needs to retain more restrictive intellectual property rights. . . .

On June 3, 2026, President Trump signed the Executive Order "Strengthening Customs Enforcement," directing the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP) to overhaul the rules that govern importers of record (IORs).
The accompanying White House Fact Sheet frames the Order as a truly significant tightening of importer responsibilities – higher bonds, mandatory domestic assets, a new "good standing" requirement on all importers, and sharp new limits on foreign IORs. As CBP put it in its announcement, importing into the United States "has for too long been treated as a right and not a privilege." While the Order has set aggressive deadlines for Customs reforms, it leaves most of the operational details to future rulemaking, and several of those details could reshape day-to-day compliance.

18. ECD: "DDTC Updates List of Commodity Jurisdiction Determinations"

The State Department's Directorate of Defense Trade Controls has updated its list of commodity jurisdiction determinations for items and services controlled under the U.S. Munitions List.
The new determinations cover a range of decisions made this year for items, software, drawings and more, including software for the design of radiation-hardened microelectronic circuits, autonomous passive underwater acoustic sensor nodes, small foldable aircraft, a 3D sensor and physics simulation platform, and more.

19. AmmoLand: "ATF Proposed Rule Could Reopen Firearm Imports From Several Former Soviet Countries"

In a rare bit of good news from the Bureau of Alcohol, Tobacco, Firearms and Explosives, the agency has proposed rolling back outdated import restrictions that have blocked firearms and ammunition from several former Soviet countries for nearly three decades.
The proposed rule, published in the Federal Register on May 6, 2026, would update ATF's list of "proscribed countries" for import restrictions and bring the agency's regulations in line with the State Department's current foreign policy list.
More importantly for gun owners, collectors, importers, and the firearms industry, the rule would remove several former Soviet countries from ATF's automatic denial list for permanent firearm and ammunition imports. Those countries are Georgia, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Ukraine, and Uzbekistan. The Russian Federation would remain restricted.
This is still a proposed rule. Importers would still have to go through ATF's process, and the firearms would still have to satisfy the rest of the federal import scheme, including America's long-abused "sporting purposes" restrictions. But the change would end a blanket ban that treated several countries as off-limits solely because of an old policy dating back to the 1990s. . . .

Former service members often build second careers using skills they acquired in uniform. Many become airline pilots, defense contractors, consultants, or instructors. Some work overseas. Yet under certain circumstances, providing military-related training or expertise to a foreign military can expose a veteran to federal criminal liability.
The legal framework behind those cases is more complicated than a simple prohibition on teaching foreign troops. Instead, it stems from U.S. export-control laws that treat certain military assistance as a regulated export.
The State Department regulates the export and temporary import of defense articles and defense services under authority granted by Congress in Section 38 of the Arms Export Control Act, which is codified at 22 U.S.C. § 2778. Executive Order 13637 delegates and organizes export-control responsibilities within the executive branch, and the State Department implements those authorities through the International Traffic in Arms Regulations (ITAR).
In plain terms, Congress created the legal authority, the executive branch assigned responsibility for administering it, and the State Department established regulations governing what military-related items and services may be provided to foreign governments and foreign persons.

1968: Robert F. Kennedy is fatally shot. Shortly after midnight on June 5, 1968, Senator Robert Kennedy was shot at the Ambassador Hotel in Los Angeles after winning the California presidential primary. Immediately after announcing to his cheering supporters, Kennedy was shot several times by 24-year-old Palestinian Sirhan Sirhan and was pronounced dead a day later.
