The Defense Counterintelligence and Security Agency (DCSA) will host the 2026 Virtual DCSA Security Conference from Sept. 14-18.
This annual event serves as one of the premier security forums for government and industry security professionals to address emerging threats, navigate policy updates and share best practices for safeguarding the nation's critical assets and sensitive information.
This year's conference marks a major milestone as a consolidated initiative bringing together stakeholders from across the security spectrum. For the first time, the event unifies the Department of War and industry partners through a cohesive conference experience, fostering collaboration and a shared commitment to protecting the nation's competitive advantage and technological edge.

On Thursday, June 11, and Friday, June 12, Ambassador Jamieson Greer will travel to California to tour advanced manufacturing plants, from the largest U.S. drone manufacturer to an automotive production facility, to highlight the Trump Administration's work to onshore jobs and production lines.
During the manufacturing swing, Ambassador Greer will join Hoover Institution Director Condoleezza Rice for a roundtable discussion with Hoover Fellows and participate in the Barclays Board and CEO Semiconductor Summit.

For decades, the global defense industrial base optimized itself around efficiency, specialization, and centralized production. Critical manufacturing capacity consolidated into a relatively small number of facilities, while supply chains stretched across continents and production timelines expanded alongside increasingly complex logistics networks. That model is now under pressure from multiple directions.
Geopolitical instability, supply-chain disruptions, labor shortages, sustainment complexity, and the accelerating pace of technological change are pushing defense organizations and industrial manufacturers to rethink how mission-critical components are produced and delivered.
At the same time, the demands placed on modern defense manufacturing have evolved significantly. Military platforms and industrial systems increasingly require faster iteration cycles, greater operational flexibility, localized production capacity, and sustainment models capable of functioning in contested or disconnected environments.
The challenge is no longer simply manufacturing more. It is manufacturing faster, closer to the point of need, and with enough consistency and repeatability to support operational deployment at scale.
Many defense and aerospace organizations see advanced additive manufacturing as part of the solution. Yet despite years of industry attention, much of the sector has remained concentrated in prototyping and low-volume engineering support, with industrial-scale adoption slowed by challenges related to repeatability, material stability, process control, and qualification.
Today, advances in materials, software, process control, and manufacturing systems are helping move additive manufacturing into a more mature phase, where production applications are becoming increasingly viable. . . . [Full article]
14. ECD: "Pentagon Adds Alibaba, BYD, Others to Chinese Military Companies List"

The Pentagon added Chinese e-commerce company Alibaba, electric carmaker BYD, Internet search provider Baidu and others to an updated version of its 1260H Chinese military companies list released June 8. Other companies added include Chinese Robotics company Unitree along with RoboSense and WuXi AppTec. The updated list is similar to the one the agency briefly released in February before it was withdrawn with no explanation.
The Pentagon notice also said 10 entities are being removed from the list. The agency's notice in February had included plans to delist ChangXin Memory Technology (CXMT) and Yangtze Memory Technologies Corp. (YMTC), although both remain on the latest list.
YMTC and CNOOC are also on the Commerce Department's Entity List. YMTC is currently challenging its listing in federal court. Companies on the 1260H List face certain government contracting restrictions. Lawyers and companies also view companies on the list as compliance risks because of the potential for them to be added to more punitive U.S. restricted party lists. . . .
15. Expeditors News: "Mexico Changes Implementation Date of the Electronic Value Manifest"

In a communication published on June 2, 2026, the Mexican Revenue Administration Service (SAT) and the National Customs Administration (ANAM) announced that the Electronic Value Manifest requirement that was scheduled to enter into force on June 1, 2026, has been delayed to August 1, 2026.
The communication from SAT was published as the first anticipated version of the Second Ruling of Modifications made to the General Foreign Trade Rules for 2026, while ANAM's was published as a joint communication on their website. 16. ST&R Trade Report: "BIS Clarifies Export Licensing Requirement for Advanced Computing Items"

The Bureau of Industry and Security recently issued a guidance document clarifying that a license is required to export advanced computing items to entities headquartered in Country Group D:5 or Macau or with an ultimate parent company headquartered in any of those countries, even if the entities themselves are located outside those countries.
BIS states that this license requirement was first introduced in November 2023, implemented via an end-user control in section 744.23(a)(3) of the Export Administration Regulations, and applied to all advanced computing items (e.g., those specified in ECCNs 3A090.a and .b, 4A090.a and .b, and related .z paragraph items).
In January 2025 the artificial intelligence diffusion rule transferred the requirement for these ".a" items from section 744.23(a) into section 742.6 as part of a new worldwide license requirement. However, BIS then announced in May 2025 that it would not be enforcing the AI diffusion rule's new compliance requirements. [Full article]

On May 31, 2026, the US Department of Commerce's Bureau of Industry and Security ("BIS") issued guidance clarifying that a license continues to be required under the Export Administration Regulations ("EAR") for exports of advanced computing items to entities located in any country, if those entities are headquartered in Country Group D:5 (including China) or Macau, or have "an ultimate parent company" headquartered in Country Group D:5 or Macau.
The BIS Guidance was prompted by industry questions as to whether a preexisting license requirement for these items, as imposed in November 2023, was still being enforced in light of BIS's May 2025 announcement that it would rescind and replace, and in the meantime not enforce, the AI Diffusion Rule that was originally introduced in January 2025 and imposed expansive, worldwide licensing requirements for such items (covered here).
In summary, the BIS Guidance confirms that the May 2025 non-enforcement policy for the AI Diffusion Rule applies to ECCN 3A090.a, 4A090.a, and related .z items only where the export/reexport/transfer is (i) to a destination outside Country Group D:5 or Macau and (ii) not to an entity headquartered, or with an ultimate parent company headquartered in, those countries. . . . 18. Diaz: "New Section 232 Action: What the June 2026 Aluminum, Steel & Copper Proclamation Means for Your Imports"

On June 1, 2026, the President issued Proclamation 11032, "Further Adjusting the Tariff Regimes for Imports of Aluminum, Steel, and Copper Into the United States," amending the April 2026 Section 232 framework (Proclamation 11021). U.S. Customs and Border Protection (CBP) followed on June 5 with implementation guidance in CSMS #68855869. The changes take effect for goods entered for consumption, or withdrawn from a warehouse for consumption, on or after 12:01 a.m. ET on June 8, 2026.
This is not a uniform tariff cut. The proclamation does two opposite things at once. It reduces Section 232 rates on a large block of machinery and equipment, while simultaneously adding new products to the duty regime for the first time. If you import equipment, the change may help you. If you import certain furniture parts, lithographic plates, or steel racks, you may have just become newly dutiable.

19. DLA Piper: "ATF publishes regulatory actions to modernize and streamline firearms, ammunition, and defense trade"

In May 2026, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) published 34 regulatory actions in the Federal Register. Eight of these actions address the permanent import of firearms, ammunition, and defense articles. The actions include six proposed rules, one direct final rule, and one final rule.
Collectively, these actions represent a focused effort by ATF to reduce regulatory burdens on importers of firearms, ammunition, and defense articles; align its regulations with the Department of State's International Traffic in Arms Regulations (ITAR) and the Department of Commerce's Export Administration Regulations (EAR); and modernize outdated provisions.
The regulatory actions align with the Trump Administration's deregulatory agenda under Executive Order (EO) 14192, "Unleashing Prosperity Through Deregulation," and EO 14294, "Fighting Overcriminalization in Federal Regulations." ATF has characterized most of these actions as deregulatory in nature, imposing no new costs on industry while providing increased flexibility and reduced administrative burdens for importers of firearms, ammunition, and defense articles.

20. ECD: "Senate Democrat Slams Lutnick's Handling of Export Controls"

Senate Banking Committee ranking member Elizabeth Warren, D-Mass., accused Commerce Secretary Howard Lutnick on June 8 of mismanaging U.S. export controls, citing "loopholes that may have allowed the most advanced AI chips to flow to companies with ties to China's military."
Warren said the Bureau of Industry and Security's new guidance clarifying that exporters need a license to send certain advanced chips to companies with China-based parents, even if the companies are located outside China, "was actually a major bombshell" because it showed that entities linked to China's military, such as Alibaba, may have been using loopholes to skirt U.S. export controls and legally buy Nvidia's advanced AI chips. . . .
Warren's letter to Scott came days after she invited Nvidia CEO Jensen Huang to testify at the June 11 hearing. Huang declined, saying he's "unable to attend."

On June 3, 2026, President Trump issued an Executive Order (EO) directing the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP) to revise certain Importer of Record (IOR) regulations, policies, and other agency guidance.
The EO instructs CBP to reform enforcement provisions and implement new requirements governing importer eligibility and conditions of importation. The EO also seeks to enhance vetting, introduce new eligibility standards for Foreign IORs, and impose stricter IOR requirements.
At the same time, the EO is high-level and delegates to CBP the development and implementation of the substantive policy acts over the next six months. While this provides an initial framework understanding of a Foreign IOR, significant detail on this standard is left to be determined by CBP. . . . [Full article]
22. ST&R Trade Report: "Customs Audit Activity Increasing but Companies Can Take Steps to Mitigate Impact"

Customs audit-related activity and penalties are on the rise, but companies can take a number of steps before and during audits to mitigate their potential impact. U.S. Customs and Border Protection conducts audits and other professional services throughout the U.S. Audits generally have targeted objectives, involve data analysis and risk assessment procedures to determine scope, and are compliance-driven.
Depending on the objective the audit may or may not include an assessment of the importer's internal controls over customs compliance. Audits also include focused assessments, which are comprehensive audits that use a risk-based approach to determine if the importer represents an acceptable risk to CBP.
CBP also conducts risk analysis and survey assessments, which are not performed as audits but require assistance consistent with auditors' skills and expertise. RASAs allow CBP to obtain information about a company's import activities related to a specific trade area or issue. While they can be an opportunity to avoid a more intensive review, they can also result in full-blown audits or other enforcement actions if they are not taken seriously.
CBP recently reported that the number of audits it completed annually increased from 417 in fiscal year 2024 to 465 in FY 2025. Other audit-related activity also increased during that time, including the following. . . . [Full article]
