U.S. Customs and Border Protection (CBP) has released its new “Forced Labor Enforcement Operational Guidance” for Importers. This updated document provides a consolidated overview of the three authorities CBP uses to prevent the importation of goods produced with forced labor into the United States in a single, accessible document:

Countering America’s Adversaries Through Sanctions Act (CAATSA).
The updated guidance introduces significant enhancements that give importers greater transparency across CBP’s enforcement landscape, including:
A new enforcement process map covering UFLPA, Withhold Release Order (WRO), Finding, and CAATSA actions in a single visual reference.
New, dedicated sections on the WRO/Finding and CAATSA enforcement processes providing step-by-step guidance on what importers can expect and how to respond to detentions or exclusions.
Additional appendices covering recommended supply chain documentation for high-priority sectors, practical UFLPA due diligence examples, and sample detention and exclusion notices related to UFLPA, WRO, and CAATSA as well as Notices of Redelivery and Certificate of Origin.

U.S. Senators Pete Ricketts (R-NE) and Tim Kaine (D-VA), senior members of the Senate Foreign Relations Committee, introduced the “Unlocking Next-Generation Licensing and Opportunities for Collaborative Know-how for AUKUS (UNLOCK AUKUS)” Act. The UNLOCK AUKUS Act would enable technologies that are currently controlled under the Missile Technology Control Regime (MTCR) to be eligible for transfer under the AUKUS license-free environment. . . .
The UNLOCK AUKUS Act would:
Enable eligible MTCR-related items that are not registered on the Excluded Technology List (ETL) or Government-to-Government List to benefit from the AUKUS license-free environment.
Establish a secure, predictable pathway for the transfer of goods and technology controlled by the MTCR for AUKUS partners within the trusted community of AUKUS Authorized Users.

15. Breaking Defense: “SASC’s $1.14 Trillion Defense Policy Bill Creates Combatant Command for Drones”

The Senate Armed Services Committee has authorized $1.14 trillion in spending in its fiscal 2027 defense policy bill, which would create a new combatant command for autonomous systems and prohibit defense contractor share buybacks and dividends.
The committee’s version of the National Defense Authorization Act is in line with the $1.15 trillion in discretionary funding requested by the Trump administration for FY27, with $1 trillion authorized for the Defense Department and $41 billion for defense-related activities within the Energy Department. . . .
SASC members voted the bill through committee in a 18-9 vote on Wednesday, a larger ratio of ‘no’ votes than is typical for the usually bipartisan measure. . . .
One key change would establish the Robotic and Autonomous Systems Combatant Command, which would oversee the integration of drones in operations. . . .

The U.S. risks ceding its global lead in AI because its efforts to restrict chip-related exports to China are lagging, a former U.S. government official told the Senate Banking Committee June 11. To address such concerns, several committee members called for passing legislation.
While the U.S. and its allies currently have more computing power than China, that “substantial advantage” could erode due to many factors, including the recent easing of American controls on advanced chips, a sharp decline in the addition of Chinese firms to the Bureau of Industry and Security’s Entity List, and “loselose” controls on U.S. and allied sales of chipmaking equipment to China, said David Feith, former senior director for technology and national security at the National Security Council who is now senior fellow at the Hudson Institute. . . .

18. ST&R Trade Report: “CBP Preparing for More Tariff Refunds Even as Key Issue Remains Disputed”

U.S. Customs and Border Protection officials said this week that CBP is actively working to be able to refund all IEEPA tariffs, including those associated with finally liquidated entries, even as the federal government continues to contest its legal authority to issue such refunds. . . .
In a June 10 update, CBP said it is continuing to use Phase 1 of its CAPE system to refund IEEPA tariffs on unliquidated entries and certain entries within 80 days of liquidation. About $95 billion in potential and certified refunds (more than half the total amount of tariffs collected under IEEPA) have been accepted for processing in CAPE and nearly $24 billion in refunds have been sent to the Treasury Department for disbursement. . . .
In a hearing held June 9 before the Court of International Trade, CBP Executive Assistant Commissioner Susan Thomas gave two updates on future phases of CAPE. The second phase, which CBP anticipates implementing June 29, will allow refund claims for entries flagged for reconciliation. The third phase, which could be ready as early as late July, will add functionality for additional categories of entries, including those filed by importers that have filed suit at the CIT for which reliquidation is needed. . . . House Select Committee on China ranking member Ro Khanna, D-Calif., and Sen. Tammy Baldwin, D-Wis., announced June 11 that they’re introducing a bill to increase oversight of foreign investment in the U.S. to ensure it benefits American workers and not adversaries or American government officials.
The Foreign Investment Review Monitoring and Commitment Tracking Oversight Board Act, or Firm Commitment Tracking Oversight Board Act, would create an independent executive branch authority, the Foreign Investment Review Authority, or FIRA, to review inbound investment to determine whether it benefits the U.S. economy by creating jobs or promoting domestic competition. The Peddling Peril Index for 2025/2026 is the forthcoming, fifth edition in a biennial series collecting qualitative and quantitative data in five areas of strategic trade controls. The underlying data contain information on 200 countries across 106 indicators, and different methods of presenting and analyzing the data are discussed, including statistical analysis and case studies.

The recently unveiled Major Defence Cooperation Partnership (MDCP) between the United States and Indonesia is not a strategic alignment pact; rather, it is a capability-building framework.
The MDCP is likely to focus on autonomous military systems owing to a combination of geostrategic recalibration, lesson-learnt from the ongoing war in Ukraine, defence technology liberalisation and growing Indonesian industrial readiness.

The Department of Commerce has issued a final rule that, effective Sept. 30, 2028, will remove its regulations pertaining to trade adjustment assistance for firms.
TAA was historically linked to the reauthorization of trade promotion authority, which was used to negotiate free trade agreements. However, the underlying statutory authorization for TAA lapsed in two stages in 2021 and 2022.
As a result, the DOC is no longer able to accept new petitions from firms for certification of eligibility for TAA. Further, by Sept. 30, 2028, all grants with TAA Centers will have been closed out without the possibility of renewal.
The DOC notes that this rule is intended to eliminate outdated regulatory language, and thereby reduce the possibility of confusion, without altering any substantive obligation or entitlement.

1944: D-Day landing forces converge. Six days after the D-Day landing, the five Allied landing groups, made up of some 330,000 troops, link up in Normandy to form a single solid front across northwestern France. On June 6, 1944, after a year of meticulous planning conducted in secrecy by a joint Anglo-American staff, the largest combined sea, air, and land military operation in history began on the French coast at Normandy. The Allied invasion force included 3 million men, 13,000 aircraft, 1,200 warships, 2,700 merchant ships, and 2,500 landing craft.
