5. Commerce/BIS Eases Export Controls for UAE

Washington, D.C. — Today, the Department of Commerce’s Bureau of Industry and Security (BIS) is announcing that it will significantly upgrade the status of the United Arab Emirates (UAE) under the Export Administration Regulations (EAR) (15 CFR parts 730-774) in recognition of the UAE’s status as a U.S. Major Defense Partner and its support in advancing U.S. national security interests, including Operation Epic Fury.
BIS will remove the UAE from EAR Country Groups D:3 and D:4, which will, among other things, eliminate restrictions on support for the UAE’s unmanned aerial vehicle programs. At the same time, BIS will reclassify the UAE as EAR Country Group A:5. This will provide the UAE Government and approved commercial entities with eligibility for license-free exports, reexports, and in-country transfers under License Exception Strategic Trade Authorization (STA) of Commerce-controlled military items; certain commercial satellites and spacecraft; and dual-use items useful in oil and gas production, desalination, civil nuclear power generation, and/or other items available to Country Group A:5 destinations license-free.
License-free exports, reexports, and in-country transfers of these items under STA will support key UAE commercial and infrastructure needs and better equip the UAE defense establishment to support U.S. interests in the Middle East. This special status under the EAR is warranted in light of the ongoing U.S.-UAE military partnership and the UAE’s commitment to preventing the diversion and misuse of sensitive U.S. technology.
In addition, consistent with the U.S.-UAE Artificial Intelligence Cooperation framework signed in May 2025, Commerce is approving the UAE Government and certain companies to receive advanced computing items in the UAE license-free, including AI chips and servers.
The UAE has reaffirmed its commitment to the investment commitments in the framework, including the commitment to make matching investments in U.S. AI digital infrastructure buildout.

9. Breaking Defense: “Pentagon Picks Lockheed, nLIGHT for Laser Defense Project”

PARIS — An arm of US Aerospace giant Lockheed Martin and specialist firm nLIGHT Defense have been selected to lead development of high-energy lasers the US military expects can defend against drones and eventually cruise missiles, the Pentagon announced.
In a press release on Thursday, the Defense Department said that the two companies’ contracts for the Joint Laser Weapon System (JLWS) program would come with a starting value of $86 million, which could be raised to a total ceiling of $847 million. The announcement did not specify a period of performance or the timeline for developing prototypes.
The release says that “initial” prototypes will carry 150 kilowatts of power for meeting unspecified “urgent operational demands” — likely the counter-drone mission. Prototypes are then planned to scale the 300-500 kW range “for robust cruise missile defense,” the release says.
A separate “laser source” developed under the separate High Energy Laser Scaling Initiative will “concurrently” be developed in a 500-kW integrated system, according to the release. Overall, the Pentagon expects laser systems to be containerized and suitable for use on ground- and sea-based platforms. . . . [Full article]
10. Expeditors News: “CBP Issues Guidance for International Mail Shipments”

On July 9, 2026, U.S. Customs and Border Protection (CBP) published a bulletin via its Cargo Systems Messaging Service (CSMS) providing updated guidance for shipments imported into the United States by mail.
On June 24, 2026, CBP published an interim final rule in the Federal Register announcing an indefinite suspension of the de minimis exemption for “imports valued at $800 or less arriving [to the U.S.] through the international postal network.” The rule also established a new postal informal entry process for eligible mail shipments.
According to the CSMS bulletin, international mail shipments valued at $800 or less that were previously eligible for de minimis treatment will now require entry through the new postal informal entry process. Guidance for this process is linked in the bulletin, and provides requirements for eligible parties, data elements, bonding, and payment of duties. The interim final rule and new entry process for informal postal entries become effective on July 24, 2026.
11. FDD: “US Moves to Rescind Syria’s Designation as a State Sponsor of Terrorism”

US President Donald Trump “informed Congress of his administration’s intent to rescind Syria’s designation as a State Sponsor of Terrorism (SST),” the US State Department announced on July 8.
The decision followed a meeting between Trump and Syrian President Ahmad al Sharaa on the sidelines of a NATO summit in Ankara, Turkey. . . .
Syria was designated as a State Sponsor of Terrorism in 1979, when former President of Syria Hafez al Assad was in power. The move to end the designation is one of a number of significant efforts the White House has made to end sanctions on Syria and also end a $10 million bounty that was once offered for Sharaa. . . .
US Secretary of State Marco Rubio called the decision to rescind the SST designation a “historic step.” US Ambassador to Turkey Tom Barrack, who is also US Envoy to Syria and Iraq, also praised the decision. . . . [Full article]
12. Index Box: “Honeywell Aerospace Expands ITAR-Free Product Portfolio Amid Rising European Defense Spending”

NATO leaders this week announced arms deals worth tens of billions of dollars during a meeting in Turkey, driven by U.S. pressure for Europe to increase its defense outlays and by the ongoing war in Ukraine.
Some European defense firms and North American suppliers are expected to discuss demand for parts not covered by U.S. International Traffic in Arms Regulations (ITAR) at the world’s largest air show later this month.
European countries are showing growing interest in ITAR-free systems because of concerns that Washington could block the re-export of sensitive U.S. components embedded in foreign weapons, defense officials and industry executives said.
Honeywell Aerospace is planning to unveil a new ITAR-free product for the international defense market at the Farnborough Airshow in Britain later this month, a source told Reuters. . . . [Full article]
13. National News: “US to ‘Significantly Upgrade’ UAE’s Export Status in Recognition of Defence Partnership”

Washington on Friday said it would “significantly upgrade” the UAE’s export status in recognition of its defence support, including during the war with Iran.
The Department of Commerce said it would give the UAE “enhanced favourable treatment”, making it easier to export and transfer US military equipment, satellites, spacecraft, artificial intelligence and energy technology.
The measure also removes restrictions on the UAE’s drone programmes. It comes “in recognition of the UAE’s status as a US Major Defence Partner and its support in advancing US national security interests, including Operation Epic Fury,” the Commerce Department said.

On June 23, 2026, the US Department of the Treasury’s Office of Foreign Assets Control (“OFAC”) and HM Treasury’s Office of Financial Sanctions Implementation (“OFSI”) published a joint statement reflecting on their latest Enhanced Partnership exchange and issued a new joint guidance document that provides a comparative overview of the US and UK sanctions regimes.
The joint statement and guidance follow a January 2026 in-person meeting between OFSI and OFAC. The statement and accompanying guidance will be of interest to companies and financial institutions navigating compliance obligations across both jurisdictions and provide a further illustration of the close links and coordination between the agencies.
The Enhanced Partnership Exchange. Since launching the Enhanced Partnership in 2022, OFAC and OFSI have used in-person exchanges, the development of guidance, engagement with industry, and the development of information sharing mechanisms to increase the effectiveness of the United States’ and the United Kingdom’s sanctions regimes.
OFAC and OFSI met for their latest weeklong in-person exchange in London in January 2026. The exchange focused on how the agencies use their respective powers to meet foreign policy and national security demands, such as tightening or lifting sanctions, adopting new technology, and highlighting enforcement efforts.
Coming out of the in-person exchange, OFAC and OFSI identified the following opportunities to continue to work together to improve the efficacy of their respective sanctions regimes: . . . [Full article]

In the first two articles in this series, we examined corruption’s devastating impact on economic systems and its corrosive effect on democratic institutions and political legitimacy. In this concluding piece, we turn to the dimension that receives the least attention and may be the most consequential: what corruption does to the social fabric — the norms, relationships, and shared institutions that make civil society possible.
The damage corruption inflicts on society runs deeper than lost GDP or weakened institutions. It rewires human behavior, degrades social trust, inverts incentives, and ultimately produces a culture in which dishonesty becomes rational — even necessary — for survival. That culture is extraordinarily difficult to change, and its effects persist across generations long after the specific corrupt actors who created it are gone. . . .
Over time, this inversion of merit produces profound social consequences. The most talented and ethical citizens — precisely those who would be most valuable in building effective public institutions — either emigrate, withdraw from public service, or are systematically excluded from positions of influence. Brain drain from highly corrupt nations is not merely an economic phenomenon. 1943: Allies land on Sicily. On July 10, 1943, the Allies begin their invasion of Axis-controlled Europe with landings on the island of Sicily, off mainland Italy. Encountering little resistance from the demoralized Sicilian troops, the British 8th Army under Field Marshal Bernard Law Montgomery came ashore on the southeast of the island, while the U.S. 7th Army under General George S. Patton landed on Sicily’s south coast. Within three days, 150,000 Allied troops were ashore.
