1. Commerce/BIS Amends EAR to Enhance Favorable Treatment for the UAE

AGENCY: Bureau of Industry and Security (BIS), Department of Commerce.
ACTION: Final Rule Amending Parts 740, 742, and 774 of the Export Administration Regulations (15 CFR parts 730-774).
SUMMARY: In this final rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to provide enhanced favorable treatment for the United Arab Emirates (UAE). Specifically, BIS is removing the UAE from Country Groups D:3 and D:4 and adding the UAE to Country Group A:5. More license exceptions will now be available, including Strategic Trade Authorization (STA) for the UAE Government and approved commercial entities in the UAE. STA will authorize the export, reexport, or transfer (in-country) of military items; certain commercial satellites and spacecraft; and dual-use items useful in, inter alia, oil and gas production, desalination, and civil nuclear power generation. The UAE Government and approved commercial entities will also have license-free access to advanced computing items, consistent with the May 2025 U.S.-UAE Artificial Intelligence Cooperation framework, without compromising U.S. digital infrastructure buildout.
DATE: This rule is effective July 14, 2026.

8. Expeditors News: "Section 232 Aerospace Investigation Results in No Tariffs"

On July 9, 2026, the President of the United States issued a Proclamation announcing that no additional tariffs would result from the Section 232 investigation into imports on commercial aircraft, jet engines, and associated aircraft and engine parts.
The Proclamation directs the Secretary of Commerce and the U.S. Trade Representative (USTR) to "jointly pursue negotiation of agreements or continue any current negotiations" to address the "threatened impairment of national security" imposed by imports of commercial aircraft, jet engines, and associated aircraft and engine parts.
The Proclamation instructs Commerce and the USTR to provide updates on the progress of any negotiations by January 5, 2027. The President may take further action, including imposing tariffs or other import restrictions, if negotiations are unsuccessful.

9. Khaleej Times: "UAE Welcomes US Move to Upgrade Export Control Status"

UAE welcomes the US government's decision to upgrade its classification to Category A:5 under the US export control system, describing the move as a reflection of the longstanding trust and strategic partnership between the two countries.
In a statement, Yousef Al Otaiba, UAE Minister of State and Ambassador to the United States, said the decision reinforces decades of close cooperation in technology, security, trade, and investment. . . .
The UAE is the United States' largest trading partner and the leading destination for US exports in the Middle East and North Africa. The US also enjoys a $23.8 billion trade surplus with the UAE — its fourth-largest trade surplus globally. . . .
"This decision opens new opportunities for joint research and development, deeper technological cooperation, expanded trade, and a stronger defence partnership. The UAE looks forward to building on this shared foundation and working with the United States to foster a more stable, secure, and prosperous future for the people of both nations," the statement concluded.
10. ST&R Trade Report: "No Section 232 Tariffs on Aircraft and Engines as U.S. Pursues Negotiations"

President Trump issued July 9 a proclamation that declines to impose Section 232 tariffs on imports of commercial aircraft, jet engines, and their associated parts despite a Department of Commerce determination that such goods are being imported in such quantities and under such circumstances as to threaten to impair U.S. national security.
Instead, the proclamation directs the DOC and the Office of the U.S. Trade Representative to jointly negotiate agreements with trading partners that address the impact of foreign imports on the health of the U.S. commercial aerospace industry.
If those agreements are not entered into within 180 days, are not being carried out, or are ineffective, the president may take other actions to adjust imports of subject goods to eliminate any threat to U.S. national security. . . .

11. ST&R Trade Report: "Legislative Update: Section 301, Tariffs, Chemicals, ITC, Imports"

Section 301. The Combatting Attacks on our National Alcoholic Drinks by Allies Act (H.R. 9601, introduced July 6 by Rep. Tenney, R-N.Y.) would direct the Office of the U.S. Trade Representative to initiate within 30 days investigations to determine whether foreign countries, including Canada, have ceased importation and distribution of U.S. alcoholic beverage exports in a manner that is actionable under section 301 of the Trade Act of 1974.
Tariffs. Senate Finance Committee Ranking Member Ron Wyden, D-Ore., sent a letter to USTR Jamieson Greer July 9 expressing "strong concerns" with USTR's proposal to impose Section 301 tariffs on 60 U.S. trading partners due to concerns about forced labor. . . .
Chemicals. The "Keep Food Containers Safe from PFAS Act" (H.R. 9593, introduced July 6 by Reps. Dingell, D-Mich., and Fitzpatrick, R-Pa.) would prohibit the introduction or delivery for introduction into interstate commerce of food packaging containing intentionally-added per- and polyfluoroalkyl substances (also known as "forever chemicals"). . . .
ITC. The Senate Finance Committee will hold an executive session July 14 to mark up the nominations of Brett Doyle, David Foley, Jr., Samuel Negatu, Peter-Anthony Pappas, and Bartholomew Thanhauser to be members of the International Trade Commission.
Imports. H.R. 9631 (introduced July 9 by Rep. McCaul, R-Texas) would prohibit the importation, exportation, and interstate trade of bear viscera and bear viscera products.

12. Baker/McKenzie: "US Initiates Process to Rescind Syria's State Sponsor of Terrorism Designation"

On July 8, 2026, the US Department of State announced that President Trump had notified Congress of his administration's intent to rescind Syria's designation as a State Sponsor of Terrorism ("SST"). The notification initiates a 45-day period that must elapse before the rescission takes effect.
In the accompanying press statement, Secretary of State Marco Rubio said that "lifting sanctions on Syria will unlock international trade and investment, give Syria a chance to rebuild, and open up a new chapter for the Syrian people."
According to the State Department, the step follows Executive Order 14312 of June 30, 2025, together with counterterrorism measures undertaken by the Syrian government under President Ahmed al-Sharaa, and formal assurances from President al-Sharaa that Syria will refrain from supporting acts of international terrorism in the future.
The announcement is the latest in a series of US measures easing restrictions on Syria over the past year. . . .
For companies evaluating Syria-related activity, the announcement signals a further narrowing of US restrictions but does not, by itself, change the current compliance posture.
13. ST&R Trade Report: "USTR Wants to Revise USMCA Automotive Rules of Origin"

A recent report from the Office of the U.S. Trade Representative's on the operation of the U.S.-Mexico-Canada Agreement with respect to automotive goods indicates that the U.S. is interested in further changes to the USMCA's automotive rules of origin.
The USMCA's auto ROOs include higher regional value content thresholds, mandatory requirements to produce core parts in the region, mandatory steel and aluminum purchasing requirements, and a labor value content requirement.
The USMCA also allows vehicle manufacturers to request an alternative staging regime for these requirements that would permit a longer period of transition to help ensure that future production is able to meet the new rules. . . .
In response to these challenges, the report states, the U.S. will seek to (1) assess and strengthen the automotive ROOs to incentivize the use of additional U.S. and North American content, (2) streamline and simplify these ROOs to help ensure that the benefits of the USMCA are more easily achievable, especially by small and medium-sized suppliers, and (3) mitigate risks posed to the North American automotive supply chain by non-market-economy third parties.

1789: French revolutionaries storm the Bastille. Parisian revolutionaries and mutinous troops stormed and dismantled the Bastille, a royal fortress and prison that had come to symbolize the tyranny of the Bourbon monarchs, on July 14, 1789. This dramatic action signaled the beginning of the French Revolution, a decade of political turmoil and terror in which King Louis XVI was overthrown and tens of thousands of people, including the king and his wife Marie Antoinette, were executed. Today is celebrated by the French as "Bastille Day" (Le 14 Juillet or La Fête Nationale).
