* ACTION: Proclamation 11040 of July 9, 2026: Adjusting Imports of Commercial Aircraft, Jet Engines, and Aircraft and Engine Parts into the United States
* SUMMARY: (1) Within the past 90 days, the Secretary of Commerce (Secretary) transmitted to me a report on his investigation into the effects of imports of commercial aircraft, jet engines, and their associated parts on the national security of the United States under section 232 of the Trade Expansion Act of 1962, as amended, 19 U.S.C. 1862 (section 232). . . .
(10) After considering the Secretary's report, the factors in section 232(d) (19 U.S.C. 1862(d)), and other relevant factors and information, I concur with the Secretary's finding that commercial aircraft, jet engines, and their associated parts are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States.
In my judgment, and in light of the Secretary's report, the factors in section 232(d) (19 U.S.C. 1862(d)), and other relevant factors and information, I determine that it is necessary and appropriate to enter into negotiations with trading partners to adjust the imports of commercial aircraft, jet engines, and their associated parts so that such imports will not threaten to impair the national security of the United States. . . . 8. Justice: "Massachusetts Man Convicted of Violating U.S. Sanctions Against Iran"

A Massachusetts man was convicted yesterday in federal court in Boston following a 14-day jury trial for charges related to a scheme to illegally export sophisticated electronic components from the United States to Iran.
Mahdi Mohammad Sadeghi, 43, a dual U.S.-Iranian national of Natick, Massachusetts, was convicted of one count of conspiracy to violate the International Emergency Economic Powers Act (IEEPA) and the Iranian Transactions and Sanctions Regulations (ITSR); and two counts of violation of the IEEPA and the ITSR. U.S. District Court Judge Indira Talwani scheduled sentencing for Oct. 13.
Sadeghi was employed by a Massachusetts-based microelectronics manufacturer (U.S. Company 1) and was one of the founders of a Massachusetts-based technology company (U.S. Company 2) that specializes in wearable sensors that provide kinetic monitoring for fitness applications.
Sadeghi and, allegedly, Abedini and others conspired to evade U.S. export control and sanctions laws by procuring U.S. origin goods from, U.S. Company 1 and causing them to be exported and supplied to Iran and, in particular, Abedini's Iranian company, SDRA. . . .
The charges of violation of the IEEPA and the ITSR, and conspiracy to do so, each provide for a sentence of up to 20 years in prison, three years of supervised release and a fine of up to $1 million fine. . . . [Full article]

12. Breaking Defense: "Senate Democrats block NDAA Amid Concerns on Iran War, Budget Topline"

Senate Democrats on Tuesday blocked the fiscal 2027 defense authorization act from moving to the Senate floor, impeding the trajectory of the typically bipartisan measure, due to opposition to the war in Iran and concerns about the growth in defense spending. Senators voted 50-46 on party lines, failing to meet the 60-vote threshold needed to bring it to the floor.
The vote marks the second time in two weeks that lawmakers have held up progress on the National Defense Authorization Act, which would greenlight about $1.14 trillion in funding for the Defense Department and make policy changes with implications for troop pay, drone operations and defense contractor earnings. . . .
Another key concern is the high price tag of the FY27 budget request, which — if coupled with a further $350 billion in reconciliation spending requested by the Pentagon — would bring defense spending to a historic height of $1.5 trillion at the same time the Trump administration has made sweeping cuts to other government agencies. . . . 13. Expeditors News: "EU Issues Packaging and Packaging Waste Regulation"

On August 12, 2026, the European Union (EU) Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, will take effect.
The regulation entered into force in February 2025 and introduces harmonized packaging rules across all EU Member States. The PPWR aims to reduce packaging waste, improve recyclability, increase the use of recycled content, and promote reusable packaging solutions throughout the EU market.
Importers placing packaged goods on the EU market will have enhanced responsibilities including ensuring packaging compliance, maintaining technical documentation, verifying supplier information, and providing a Declaration of Conformity where required.

14. Shephard: "Canada Seeks to Strengthen Industrial Ties with US on Classified Programmes"

The Canadian government has been signaling its interest in expanding defence-industrial cooperation with the US into the classified domain, in a move that could open new opportunities for companies on both sides of the border.
During a webinar conducted on 13 July by the US-based think tank CSIS, Joanne Lestracco, Canada's Director General for Defence Procurement in Washington, suggested that Ottawa and Washington should consider moving beyond their existing arrangements for controlled non-sensitive technology.
"A lot of [Canadian] and American companies work really well together, are producing for each other and for other nations," Lestracco claimed. "Why could we not do that in the classified space as well? Or at least maybe making it less administratively burdened?"
From her perspective, the two governments "need to think about a little bit more beyond just the controlled unclassified ITAR [International Traffic in Arms Regulations] exemption that we have right now, and look at a possibility to extend that to the classified space".
This expansion could create new openings for contractors to participate in critical efforts, such as the modernisation of the architecture of the North American Aerospace Defence Command (NORAD). . . . [Full article]

16. Pillsbury: "The UAE Joins United States' Closest Export Control Partners: Key Takeaways from the BIS Final Rule"

Effective immediately, the United Arab Emirates (UAE) has been removed from Country Groups D:3 and D:4 and added to Country Group A:5. This new country group designation allows exports of items controlled for chemical, biological or missile technology reasons to qualify for license exceptions that were previously unavailable to the UAE under its former Country Group classification.
In addition, the end-use restrictions in EAR 744.3—including restrictions applicable when an exporter knows an item will be used in the design, development, production, operation, installation (including on-site installation), maintenance, repair, overhaul, or refurbishing of rocket systems (including ballistic missiles, space launch vehicles and sounding rockets) or unmanned aerial vehicles capable of traveling at least 300 kilometers—no longer apply to exports to the UAE.
As a result, exporters may now export items for use in such UAVs without obtaining an export license under 744.3, provided the item is not otherwise subject to a license requirement under the EAR (e.g., based on its ECCN or another applicable end-use or end-user control).
Another significant development is the UAE's new eligibility for License Exception Strategic Trade Authorization (STA), subject to the limitations set forth in 15 C.F.R. 740.20(c)(2). Under STA, certain eligible items may now be exported, reexported, or transferred (in-country) to or within the UAE, provided that the ultimate consignee and all end users—as defined in 15 C.F.R. 748.5(e) and (f)—are approved entities listed in Supplement No. 8 to Part 740.
Accordingly, the UAE Government and approved commercial entities in the UAE are now eligible, as specified in Supplement No. 8, to receive exports, reexports and transfers (in-country) of items controlled for National Security (NS), Chemical & Biological Weapons (CB), Nuclear Nonproliferation (NP), Regional Stability (RS), Crime Control (CC), and Significant Items (SI) reasons—including deemed exports and deemed reexports to UAE nationals. Other non-U.S. commercial entities in the UAE may apply to become approved entities by submitting an advisory opinion request consistent with 15 C.F.R. 748.3(c).
License Exception STA
Exporters may use License Exception STA if all parties to the transaction, including the ultimate consignee, are either an approved commercial entity or the UAE Government. For these purposes, the “UAE Government” includes the Ministry of Defense and Armed Forces, but does not extend to state-owned corporations or to contractors or grantees of UAE government agencies. The approved UAE commercial entities currently eligible for STA are identified in Supplement No. 8 to Part 740, which presently includes Group 42 Holding Ltd (a/k/a G42) and Core42 Technology Projects LLC (d/b/a Core42). Please note that the STA eligibility for these two UAE commercial entities is time-limited: It will expire 270 days from July 10, 2026, unless these companies become U.S. companies. Otherwise, they will need to apply for continued STA eligibility by submitting an advisory opinion request pursuant to 15 C.F.R. 748.3(c).
Advanced Computing Items (e.g., ECCNs 3A090.a/.b, 4A090.a/.b)
In addition to the STA provisions, the Final Rule includes a new license exception for Advanced Computing Items, which authorizes exports of advanced semiconductor chips to the UAE—but only to the approved parties listed in Supplement No. 8 to Part 740, similar to the STA framework described above. This means the same Supplement No. 8 governs eligibility for both STA-eligible items and advanced AI-related items. Notably, BIS will continue to enforce license requirements for advanced chips exported to parties in the UAE that are not listed in Supplement No. 8. Therefore, the Advanced Computing Items license exception applies only to certain approved entities. Similar to the STA eligibility process, commercial entities in the UAE—including U.S.-headquartered AI companies—may submit an advisory opinion request under 15 C.F.R. 748.3(c) for review. BIS is evaluating applications for approved-entity status under Supplement No. 8 on a case-by-case basis. The Final Rule reminds industry that license exception eligibility does not preclude compliance with end-use and end-user restrictions set forth in 15 C.F.R. Part 744.
Of particular interest, BIS states in the Final Rule that license applications from UAE-headquartered company MGX for the export of semiconductors and servers to the UAE will receive favorable review.
Certain U.S.-Headquartered AI Companies
Supplement No. 8 to Part 740 also includes a Paragraph (c) listing certain predetermined trusted end users that are the subsidiaries of certain U.S.-headquartered AI companies. These entities are eligible to receive Advanced Computing Items without a license, and other items eligible for License Exception STA may also be exported to them.
This Final Rule is effective as of July 10, 2026.

The Bureau of Industry and Security has issued a final rule that, effective July 10, will significantly upgrade the status of the United Arab Emirates under the Export Administration Regulations by making the following changes.
removing the UAE from EAR Country Groups D:3 and D:4, which will, among other things, eliminate restrictions on support for the UAE's unmanned aerial vehicle programs
reclassifying the UAE as EAR Country Group A:5, which will provide the UAE government and approved commercial entities with eligibility for license-free exports, reexports, and in-country transfers under license exception STA (strategic trade authorization) of BIS-controlled military items, certain commercial satellites and spacecraft, and dual-use items useful in semiconductor packaging, oil and gas production, desalination, and civil nuclear power generation
approving the UAE government and certain companies to receive advanced computing items license-free, including artificial intelligence chips and servers
19. Troutman: "No More Free Ride: Navigating CBP's New International Mail Entry Process"

Key Points:
Effective July 24, 2026, CBP suspended the de minimis exemption under 19 U.S.C. Section 1321(a)(2)(C) for international mail shipments valued at $800 or less, replacing it with a formal postal entry process under 19 C.F.R. Part 145.
Eligible filers — limited to owners, purchasers, or licensed customs brokers — must submit a monthly IMDW spreadsheet with 10-digit HTSUS classifications, pay duties via ACH debit by the 7th of the following month, and maintain a continuous customs bond in ACE eBond.
AD/CVD goods, quota goods, PGA-regulated merchandise, alcohol, tobacco, and HTSUS Chapter 98/99 goods are excluded from the postal entry process and must be entered through formal entry or Entry Type 13, with enforcement of most exclusions beginning Oct. 22, 2026.
Section 122 of the Trade Act of 1974 authority is subject to a 150-day statutory limit, and importers should confirm the 10% ad valorem surcharge remains in effect before relying on it in duty calculations.
The "One Big Beautiful Bill" Act eliminates the de minimis exemption entirely effective July 1, 2027, making the current postal entry process a bridge to a permanent structural change in U.S. customs law.

1799: Rosetta Stone found. Although there is some debate about the exact date, on what was likely July 15, 1799, during Napoleon Bonaparte's Egyptian campaign, a French soldier discovers a black basalt slab inscribed with ancient writing near the town of Rosetta, about 35 miles east of Alexandria. The irregularly shaped stone contained fragments of passages written in three different scripts: Greek, Egyptian hieroglyphics and Egyptian demotic. The ancient Greek on the Rosetta Stone told archaeologists that it was inscribed by priests honoring the king of Egypt, Ptolemy V, in the second century B.C. More startlingly, the Greek passage announced that the three scripts were all of identical meaning. The artifact thus held the key to solving the riddle of hieroglyphics, a written language that had been "dead" for nearly 2,000 years.
