This batch includes review of OFAC's FAQ topic pages, OFAC Licenses, and Assessing OFAC Name Matches. OFAC is also publishing two new license-related FAQs (FAQs 1269 and 1270).

CARDIFF --- The United States and United Kingdom jointly convened the 10th US-UK Small and Medium Enterprise (SME) Dialogue in Cardiff, Wales, hosted by the UK government. . . .

Launched in 2018 under the Trump Administration, the U.S.-UK SME Dialogue is convened by the Office of the U.S. Trade Representative, the U.S. Department of Commerce, and the U.S. Small Business Administration (SBA) with the UK BIST and the UK Embassy, alternating locations between the United States and the United Kingdom.

The SME Dialogue brings together small business stakeholders on both sides, including U.S. Small Business Development Centers and District Export Councils, together with officials to discuss current issues impacting small business in U.S.-UK trade, and aims to foster increased bilateral trade opportunities for small businesses.

Participants at the SME Dialogue focused on opportunities and obstacles for SME trade, SMEs and the future of manufacturing, strengthening SME innovation in digital and AI sectors, and U.S.-UK SME supply chains and investment. The Dutch Government, through the Ministry of Foreign Affairs, introduced new restrictions on goods originating from Israeli settlements in territories occupied by Israel. Published in Staatsblad 2026, 222, the measure takes effect on September 22, 2026, and prohibits the importation of covered goods into Dutch territory, along with certain related trade activities.

Importers of Israeli-origin goods into the Netherlands should maintain sufficient documentation to demonstrate they are not sourced from restricted locations.

Where preferential tariff treatment under the EU-Israel Association Agreement is claimed, customs document code Y864 remains applicable to indicate the proof of origin does not relate to an excluded territory.

On the evening of September 8, 2026, President Trump announced three proclamations excluding certain Canadian imports from entering the U.S. under Section 338 authority, along with two modifications to existing Section 338 tariffs on Canadian goods.

     (1) Import Exclusions. Import Exclusions come effective on September 29, 2026, at 12:01 a.m. ET. Three proclamations bar entry of specific Canadian-origin goods in these categories.

     The specific HTS exclusions can be found in the Annex to each proclamation.

     (2) Tariff Modifications. Tariff Modifications come effective on September 15, 2026, at 12:01 a.m.
Modifications to Section 338 tariffs apply to motor vehicles and alcoholic beverages. Separately, the July 20 action was revised to remove products such as rock salt and cement from scope, replacing them with new items ranging from ATVs to additional dairy products. Specific amendments can be found in the Annexes below:

     (3) Canada's Retaliatory Tariffs. Canada announced retaliatory tariffs that are in effect as of September 8, 2026.
Canada imposed counter-tariffs of up to 50% on U.S. products worth over $20 billion targeting steel, dairy, appliances, agricultural equipment, pulp & paper, and electronics. This was in response to the U.S.'s Aug. 22 decision to impose 50% Section 338 tariffs on $27.6 billion of Canadian goods.

     President Trump issued Sept. 8 five proclamations that will ban imports of specified products from Canada and modify the list of Canadian goods subject to a 50 percent Section 338 tariff. These measures were announced the same day that Canada imposed tariffs of 15, 25, or 50 percent against hundreds of products from the U.S. in retaliation for the Section 338 tariff the U.S. levied against over $20 billion worth of imports from Canada as of Aug. 22.

     The import bans will apply to certain Canadian alcohol products, dairy products, and motorcycles that were previously subject to the Section 338 tariff and will take effect Sept. 29. Details can be found in the annexes to the proclamations, which are available here, here, and here.

     On August 5, 2026, China's Ministry of Commerce placed six U.S. supply chain due diligence entities on its countermeasure list and prohibited organizations and individuals in China from transacting or cooperating with them.

     The six include the DNA tagging, isotopic testing, supply chain mapping, and labor audit providers that many importers rely on to document origin when U.S. Customs and Border Protection (CBP) detains goods under the Uyghur Forced Labor Prevention Act (UFLPA).

     Importers in cotton, apparel, electronics, minerals, and other UFLPA high-priority sectors should treat this as a direct hit on their evidence chain and act now.

     Has OFAC branded your company with the scarlet letter?

     Getting removed from the SDN list is possible, but it's not fast, it's not easy, and it's not guaranteed.

     The primary path is a petition for reconsideration filed with OFAC, arguing mistaken identity, changed circumstances, or that the original factual basis was simply wrong. You must prove it with real documented evidence. OFAC is skeptical of cosmetic restructurings designed to look like change while control remains the same.

     Practically, petitions can take many months to over a year, and you're often arguing against evidence you'll never fully see, since designations can rest on classified information.

     If OFAC denies or ignores your petition, you can challenge it in federal court, but courts defer heavily to the executive on sanctions, so litigation is a last resort, not a strategy.

     If you're designated, get experienced OFAC counsel immediately, do a real internal investigation, build your remediation story, and manage expectations. It takes time. ... [Full article]
